At 12:07 the guy with the camera is in the wrong. Even if he has a left turn arrow, that is a solid white line on the road. That means you don't cross it. It's there to allow traffic to have a lane to turn right in while traffic is turning left. He was wrong to get mad, he was in the wrong crossing that line. The car turning right did nothing wrong. The car momentarily crossed it with two tires but got right back in the lane. Certainly not enough to warrant the guys reaction.
