Just wait a few moments for the guy to blow through, and then proceed with the turn, and an accident is avoided.

In Australia people don't speed as much, because of fixed speed and red light camera's, point to point speed camera's and fixed or mobile speed camera's that can be placed anywhere. Speeding over the limit by 5km or 3mph can get you a $100 fine

If you pause the video and playback at half speed, you'll notice the vehicle going straight reached the intersection's solid double white lines by the time light turned red. The vehicle making a left turn reached the solid double white lines can see the vehicle just ahead making a left turn when light turned red halfway through the intersection.
Technically, the vehicle making the left turn was at fault because right of way. Vehicles heading straight has right of way, any vehicles making a turn must yield.
I foresee the tesla driver's insurance paying the other driver's vehicle. Even if both vehicles ran the red light, the one turning left was more at fault.
